International Civil Aviation Organisation (ICAO) audits identified the need for the United Kingdom to implement additional regulations and requirements to cover international general aviation, in accordance with the Standards and Recommended Practices in Annex 6. These changes are equally applicable to the UK Overseas Territories (OTs).
ASSI is responsible for supporting the development of civil aviation regulation in the OTs. It is committed to producing the Overseas Territories Aviation Requirements (OTARs) as a new single coherent regulatory code for the OTs. The OTARs will address the regulation of international general aviation, and the view was expressed that such regulation should pay particular attention to corporate operations. In order to ensure the relevance of any OTAR produced, ASSI has commissioned a full and independent risk assessment. This is to ensure that the OTAR is appropriately focused and that any regulations introduced are relevant to the risks identified.
Cranfield University (Air Transport Group) was selected to carry out the work to identify the risks associated with this section of the aviation industry. The risk assessment will also be used to underpin the Regulatory Impact Assessment, which ASSI will produce as part of the consultation process for the introduction of these requirements.
The final report of the International General Aviation and Corporate Aviation Risk Assessment (IGA-CARA) Project was published in June 2005.
ASSI invited views and comments on proposals to regulate corporate aviation operations (particularly views on the section on Costs and the preferred option). The consultation period closed in May 2006. To view the document download the PDF below:
