New OTAR Parts and proposed changes to Parts which have been released for gazetting are subject to a formal consultation for up to 12 weeks.
Following consultation and any resulting changes, new Parts which have been developed are published for information. This means that although there is the possibility of further minor change as supporting material, such as OTACs, is developed, the Part is sufficiently stable for publication. This allows the industry to have as much advance notice of its likely shape and content as possible. Some Parts may also depend on changes being made to the Air Navigation (Overseas Territories) Order (AN(OT)O).
Once enough supporting material for a Part is ready and any AN(OT)O amendments are in place, the new Part is released for gazetting as a usable requirement. This means that it is available to be gazetted - formally notified as a means of compliance - within a Territory. The Aviation Authority of the Territory will specify the date at which particular elements of the OTARs become effective together with any changeover period.
