OTARs for Personnel Licensing

The Overseas Territories Aviation Requirements (OTARs) describe the means by which aircraft operators, aviation personnel and providers of services can gain approvals, licences and certificates and the process through which these are maintained. This process ensures adequate levels of safety and internationally agreed standards are met.

Personnel Licensing

Flight Crew

Pilots' licences for both Aeroplanes and Helicopters are covered under Overseas Territories Aviation Requirement (OTAR) Part 61 and include Airline Transport Pilot's Licence (ATPL), Commercial Pilot's Licence (CPL), and Private Pilot's Licence (PPL).  OTAR Part 63 covers Flight Engineer licences.  Eligibility requirements and privileges for each type of licence and instructor ratings are included together with detail on Type Ratings and Instrument Ratings.

Medical requirements for Flight Crew are detailed in OTAR Part 67.

Requirements for the validation of a flight crew licence can also be found in OTAR Parts 61 and 63.  Validation enables a pilot to fly an OT registered aircraft using a licence and medical certificate issued by another ICAO Contracting State.

Air Traffic Controller

OTAR Part 65 covers Air Traffic Controllers and other Aeronautical Ground Radio Station operators.  Future amendment will incorporate Flight Information Service Operators although for the time being these are not included.  ATC licences are issued in two variants, Student - during initial training - and Full.

Theoretical training for the initial issue of a licence and all subsequent ratings must take place at an approved training establishment.  A student licence will not be issued until the successful completion of the initial rating course.  All training must take place under the supervision of an appropriately authorised person.  Subsequent checks of an ATC licence holder's operational competence are carried out annually.

Medical requirements for Air Traffic Controllers are contained in OTAR Part 67.

Aircraft Maintenance Engineer

Aircraft Maintenance Engineer requirements are contained in OTAR Part 66.  The requirement to hold a licence is only applicable to those personnel working on an Overseas Territories registered aircraft outside the jurisdiction of an "Option 1" OTAR Part 145 (Aircraft Maintenance Organisation Approval) Organisation.  OTAR Part 66 contains detail on the privileges and currency requirements of the licence holder.

Although a formal medical examination is not required, there are requirements for general levels of medical fitness.
