GENERAL

Overseas Territories Aviation Circulars are issued to provide advice, guidance and information on standards, practices and procedures necessary to support Overseas Territory Aviation Requirements. They are not in themselves law but may amplify a provision of the Air Navigation (Overseas Territories) Order or provide practical guidance on meeting a requirement contained in the Overseas Territories Aviation Requirements.

PURPOSE

This Overseas Territories Aviation Circular provides information and guidance to Air Operator Certificate holders on the organisation, design and use of the flight safety documents system required under OTAR Part 119.65.

RELATED REQUIREMENTS

Each Air Operator Certificate holder is required to use and maintain a safety management system (SMS) in accordance with OTAR Part 119.59. The flight safety documents system described in this OTAC will then be integrated and managed within the operator's SMS. General guidance on SMS documentation is provided in OTAC 119-4 ‘Documenting the Safety Management System’.

'Quality Assurance' requirements are contained in OTAR Part 119.67.

The requirements for commercial air transport operations manuals are in OTAR Parts 119.71, 121.1250 and 135.1250.
