Certificate of Airworthiness

Certificates of Airworthiness are based on the airworthiness standards of the applicable Type Acceptance Certificate. The applicant will be required to provide sufficient details concerning the aircraft, engines and, if applicable, propellers in order to enable the OTAA to make an initial judgment concerning the aircraft's history, current status, equipment fit, repairs and design changes embodied, Airworthiness Directive (AD) compliance and potential certification status.

I need to read:

• OTAR Part 21 - Certification of Aircraft, subpart E - Certificates of Airworthiness.
• OTAC 21-3 - Certificate of Airworthiness .

I need to complete and submit the following form:

• Application Form AIR003 - Application for the initial issue of a Certificate of Airworthiness or Permit to Fly.

and one of the following forms, as applicable:

• Application Form AIR014 - Four engine survey report and recommendation for a Certificate of Airworthiness.
• Application Form AIR015 - Two engine survey report and recommendation for a Certificate of Airworthiness.

Airworthiness Review Report

In order to certify that an aircraft conforms to an acceptable standard, it may be necessary for an organisation to investigate the aircraft's build, operational fit, design and repair standard and provide a report to the Authority.

I need to read:

• OTAR Part 21 - Certification of Aircraft, subpart E - Certificates of Airworthiness.
• OTAC 21-6 - Aircraft Airworthiness Review.

I need to do the following task:

• Confirm with my OTAA if an Aircraft Airworthiness Review report will be required.

Design changes and repairs

The applicant must provide details and be able to demonstrate the certification approval authority of any major design changes or major repairs incorporated since the first Certificate of Airworthiness was issued. Particular attention should be given to any supplemental inspections described in the approval documents, for the performance of the inspection and the inclusion in the approved aircraft maintenance programme.

I need to read:

• OTAR Part 21 - Certification of Aircraft, subpart C - Design Changes.
• OTAR Part 21 - Certification of Aircraft, subpart M - Repairs.

I need to do the following task:

• Demonstrate to the OTAA, that any design changes or repairs have been approved by EASA, FAA or Transport Canada, to the applicable Type Certification standards identified on the Type Acceptance Certificate for the aircraft.

Aircraft Flight Manual

The Aircraft Flight Manual should be made available as a main document associated with the Certificate of Airworthiness. It is the primary document for flight operations of an aircraft.

I need to do the following task:

• Ensure that the aircraft Flight Manual is at the latest revision status and incorporates all the applicable flight manual supplements associated with any design changes that have been embodied on the aircraft.

Noise Certificate

Aircraft registered in the Territory to which the requirements of Volume 1 of Annex 16 are applicable shall not fly without a noise certificate. All relevant records of previously completed repairs and design changes which may affect aircraft acoustic performance should be made available for inspection by the OTAA.

I need to read:

• OTAR Part 36 - Aircraft Environmental Standards.
• OTAC 36-1 - Noise Certificates

I need to complete and submit the following form:

• Application Form AIR008 - Application for the issue or amendment of a Noise Certificate.

Export Certificate of Airworthiness

To facilitate the transfer of aircraft from the previous state of registry to the territory register an Export Certificate of Airworthiness issued and rendered valid by the exporting country is required prior to the issue of a Certificate of Airworthiness. While not valid for the purpose of flight, the Export Certificate of Airworthiness provides confirmation by the exporting State of a recent satisfactory review of the airworthiness status of the aircraft.

I need to read:

• OTAR Part 21 - Certification of Aircraft.

I need to complete the following task:

• Obtain an Export Certificate of Airworthiness from the exporting state of registry.

Aircraft physical survey

The aircraft must be made available for survey. The following areas may be surveyed by the OTAA Airworthiness Surveyor; however, actual areas will be at the discretion of the surveyor on a case by case basis.

• Exterior inspection - Checking for damage to the fuselage, engines, propellers, wings, control surfaces and landing gears.
• Major repairs and design changes - Checking if any, are recorded and accomplished in accordance with overseas territory requirements.
• Identification data plates - The aircraft, engines and propellers identification (data) plates are installed and correspond to the identity of the aircraft, engines and propellers and their records.
• Component serial numbers - Conformity with the aircraft records.
• Interior inspection - Checking for conformity to aircraft interior configuration, emergency equipment, safety equipment.
• Markings and placards - Location and language.

I need to complete the following tasks:

• Make the aircraft available for survey.
• Liaise closely with my OTAA.

If the Certificate of Airworthiness renewal application is made within 60 days before the expiry date of the certificate, it may be renewed from the date of expiry.

If the application for renewal is made more than 60 days before the expiry of the certificate or if the investigations necessary continue beyond the expiry date, the certificate will be issued from the date all applicable criteria are met.

The aircraft must be available for a physical survey and the aircraft records, such as log books and maintenance records, must be available for review.
