Flight crew licences for both Aeroplanes and Helicopters are covered under Overseas Territories Aviation Requirements (OTARs). For pilots, OTAR Part 61 is the relevant OTAR and includes requirements for Airline Transport Pilot's Licence (ATPL), Commercial Pilot's Licence (CPL) and Private Pilot's Licence (PPL). OTAR Part 63 covers Flight Engineer licences. The requirement for licensing of flight crew is contained in the Air Navigation (Overseas Territories) Order, principally Article 44, with additional information contained within Schedule 3 Licences.
There are seven categories of flight crew licence recognised within the Overseas Territories:
- Air Transport Pilot Licence (aeroplane);
- Air Transport Pilot Licence (helicopter);
- Commercial Pilot Licence (aeroplane);
- Commercial Pilot Licence (helicopter);
- Private Pilot Licence (aeroplane);
- Private Pilot Licence (helicopter);
- Flight Engineer Licence.

Licences are issued within the Overseas Territories only to holders of appropriate licences issued by other International Civil Aviation Organisation Contracting States. Contact the relevant Overseas Territory Civil Aviation Department to find out which licences are issued.
Requirements for the validation of a flight crew licence can also be found in OTAR Parts 61 and 63. A validation enables a pilot to fly an Overseas Territory registered aircraft using a licence and medical certificate issued by another ICAO Contracting State.
