The International Civil Aviation Organisation (ICAO) Annex 19 Safety Management requires a State to establish and maintain a State Safety Programme (SSP) that is commensurate with the size and complexity of the State's aviation system. It also requires Service Providers to establish a Safety Management System (SMS) that is commensurate to its size and complexity.
A safety programme is an integrated set of regulations and activities aimed at improving safety.
The nature of the civil aviation across the UK Overseas Territories (OTs) varies in type and scale of operation. Due to the geographical spread of the OTs, there are many regional influences and relationships that differ from mainland UK and Europe. Therefore, where a UK OT has an Overseas Territory Aviation Authority they have established a SSP for that OT which sits under that of the UK State as the UK is the signatory to the Chicago Convention. Where a UK OT does not have an Aviation Authority, Air Safety Support International fulfils this role.
